On May 21, 2026, in Riga, during the event “Legal Content in Latvia – Myths and Reality”, the Latvian Information and Communications Technology Association and the association Par legālu saturu signed a cooperation memorandum to strengthen collaboration in promoting a secure, sustainable, and lawful digital environment in Latvia.

“The study data is unequivocal — 67% of Latvia’s residents use digital content illegally in at least one content category, while the economic losses to the state exceed EUR 54 million annually. This is not a niche problem or an issue limited to one generation. At the same time, the study also points to a solution: three out of four users of illegal content are also customers of the legal market — society is willing to pay for high-quality content if it is conveniently accessible and easy to understand. Cooperation with LIKTA is an important step for us because only together with the technology sector can we develop high-quality legal content alternatives, strengthen digital literacy, and promote a safer, more responsible, and more creative-industry-friendly digital environment in Latvia,” emphasized Sandra Kraujiņa, Board Member of the association “Par legālu saturu”.
During the event, experts discussed the challenges of illegal content consumption in the digital environment, issues related to limiting the shadow economy and piracy in the media sector, practices for restricting illegal content, and current developments in combating unlawful television services.
